Q&A: Are CPD cycles assigned to active users only?

Question: Are CPD cycles assigned to active users only?
Answer: Yes - The system should only ever assign a CPD scheme to users who are "Active". Pending users (not yet invited, or invite pending) are not issued a User record for any CPD schemes.
When the user accepts their invite and becomes active, then the system will create their User record and add them to the CPD scheme.
